Professor Dr Husnul Amin delivered a keynote address titled “Reclaiming the Soul of the University” at the 5th International Conference on Higher Education on 27 October. Alhamd University and the Institute of Regional Studies jointly organised the international gathering.

Pakistan Railways approved 829 vacancies under the Balochistan quota to bolster its workforce. The available positions range from Grade 1 to Grade 16.

Hackers are exploiting security flaws in PHP that allow attackers to run malicious commands without a password. Security researchers identified these vulnerabilities as CVE-2026-109618 and CVE-2026-109619.

Adel Karimi discovered the attacks while monitoring honeypots. Attackers ran commands on test servers using Apache and PHP version 8.4.26.

Researchers recorded 35 successful command executions on 24 October originating from two IP addresses. Hackers accessed approximately 800KB of memory data during the breach.

Lancashire will not renew the contract of James Anderson, marking the end of his professional career with the club. The county side finished in second bottom of Division Two in the County Championship last season.

Director General National Cyber Crime Investigation Agency (NCCIA) Syed Ali Nasir Rizvi convened a meeting on 27 October to evaluate the agency's social media strategy. Muhammad Rauf, the Deputy Director and Complaint Management Unit (CMU) In-charge, and Tayyaba Daulat, the Social Media In-charge, attended the session.

ABL committed an investment of PKR 100 million to support the initiative. This funding will provide professional playing kits, equipment, logistics, and clothing to 1,400 schools nationwide.

Authorities have postponed the opening of the Rawalpindi Ring Road project for the sixth time. The 38.3-kilometre road features six lanes and five interchanges.

Four of the five interchanges, including the Banth, Chak Beli Khan, Adiala Road, and Chakri points, are finished. The Thallian interchange remains incomplete, leaving one of the five junctions unfinished.

Construction is awaiting the installation of toll booths, an electronic toll collection system, and an Intelligent Transportation System. Expenditure on the project has climbed past Rs58 billion, a significant increase from the initial estimate of Rs26.9 billion.

Costs are expected to reach nearly Rs60 billion by the time the project is finished. The Rawalpindi commissioner has decided to ensure the ring road is fully open to traffic in November.

Meanwhile, the Islamabad Ring Road project has a set completion deadline of 30 June 2028.

Electricity supply in Karachi returned to normal following the arrival of liquefied natural gas (LNG) cargoes. Between 6 October and 12 October, the unavailability of LNG cargoes affected the city's electricity production.

All industrial feeders in Karachi are exempt from loadshedding. A total of 72% of feeders in Karachi are exempt from power outages.

Loadshedding on the remaining 28% of feeders in Karachi is caused by non-payment of bills and electricity theft. Enforcement measures against electricity theft include temporary disconnections and the removal of illegal connections.

Unauthorised excavation during development works in Karachi damaged the underground cable network of K-Electric. The current electricity policy aligns with the National Electricity Policy 2021.

Pakistan has earmarked Rs352.5 million to support two technology innovation initiatives, SPARK and ELEVATE, for the 2026 to 2027 fiscal year. The Research and Development Fund will provide this capital, which sits outside the federal budget.

Individual projects under the SPARK initiative are eligible for grants reaching Rs100 million. ELEVATE offers a higher funding ceiling of up to Rs200 million per project.

Authorities planted 5,150 trees and plants in Karachi to establish the Quaid-e-Azam Forest. The urban forest covers five acres of land at the Sindh Governor House.

Governor Nihal Hashmi issued special instructions to create the forest as a tribute to Quaid-e-Azam Muhammad Ali Jinnah for his 150th birth anniversary. Japan's Miyawaki technique provides the framework for the plantation.

Dr Saifur Rehman stated that the plantation prioritised indigenous trees. Planners intend to divide the forest into specific zones.

A digital mapping system for the forest is currently being planned using PlantNet, QGIS, QField, and Google Earth.

Sardar Masood Khan spoke at a seminar hosted by the Institute of Kashmir Studies at the University of Azad Jammu and Kashmir. The Punjab Education Foundation (PEF) has established 20 November 2026 as the final date for schools to provide student enrollment figures. Institutions operating under Phase 3 of the Public Schools Reorganization Program (PSRP) are required to upload this information via the School Information System (SIS).

All PSRP Phase 3 schools must adhere to specific guidelines for the entry, submission, and verification of student records. Every student enrolled for the current academic year must have their data entered into the SIS-1 platform.

Schools are responsible for ensuring that all records reach the system in their final form before the cutoff. Once the system locks, administrators will be unable to input new enrollment data or perform any further modifications.

Only the data successfully uploaded to the SIS by the 20 November deadline will be considered during the verification process.

Federal Minister for Communications Abdul Aleem Khan instructed the National Highway Authority (NHA) to remove all encroachments from its land on Tuesday. During the meeting, Khan directed the agency to expedite road repairs and patchwork on the Lahore-Gujranwala section of the GT Road.

The minister called for the immediate rehabilitation of National Highway N-5. Progress on the Sambrial-Kharian Motorway (M-12) currently stands at 21 per cent.

The NHA intends to complete the M-12 project six months ahead of its original 2028 deadline. Khan also requested that the authority improve the appearance of national highways by creating greener surroundings and better-maintained rest areas.

Faisalabad and other cities will be visited by the minister to inspect ongoing development projects.
