Senator Rubina Khalid, Chairperson of the Benazir Income Support Program (BISP), stated that more than 10 million families, totaling approximately 60 million people, are currently benefiting from the program across the country. Speaking to the media at the Deputy Commissioner’s Office during a one-day visit to Badin on November 8, 2026, she emphasized that the financial assistance is not charity but a government initiative designed to help poor and deserving people overcome financial difficulties.

Senator Khalid asserted that BISP is being implemented in a highly transparent manner according to the vision of Shaheed Mohtarma Benazir Bhutto. She noted that the government monitors the program to ensure accountability and transparency. During her remarks, she stated that some groups—without naming specific political or other organizations—collect donations without having proper audit systems or established procedures.

Regarding identity documentation, Senator Khalid described the National Identity Card as a gift from Shaheed Zulfiqar Ali Bhutto to the people of Pakistan. She noted that while many women in Khyber Pakhtunkhwa previously lacked CNICs, BISP has encouraged a large number of these women to obtain identity cards and register for the program.

The BISP chairperson revealed that approximately 12 million children are benefiting from the Benazir Kafalat Program, while around 2.2 million women receive support through the Benazir Nashonuma Program. She further stated that the government plans to introduce various skills-development initiatives for women to help them acquire professional skills, become more empowered, and contribute to the country’s development.

Senator Khalid reiterated the government's commitment to maintaining complete transparency in BISP to ensure deserving families, particularly women, can fully benefit from financial assistance and welfare initiatives.

The meeting was attended by Members of the Provincial Assembly Haji Taj Muhammad Mallah, Mir Allah Bux Talpur, Arbab Amanullah, Tanzila Umm-e-Habiba Qambrani, and Bibi Yasmin Shah. Also in attendance were Additional Deputy Commissioner-I Kashif Raza Mangi, Zonal Director (Central Zone) Karachi, In-charge District Director BISP Badin Abdul Qadeer Mahesar, District Information Officer Sarfaraz Samoon, and other political and social leaders and government officials.
