The Pakistan Telecommunication Authority (PTA) has proposed a new licensing system for Internet of Things (IoT) services, which would require companies seeking to operate Low Power Wide Area Networks (LPWAN) to pay an initial fee of Rs. 100,000.

Under the proposed Internet of Things and Low Power Wide Area Networks (IoT-LPWAN) Licensing Regulations 2026, the PTA plans to establish separate requirements for businesses providing IoT connectivity, private networks, and related digital services. The draft framework divides IoT services into three categories: license-exempt operations, registration, and licensing.

Companies intending to provide LPWAN connectivity and related services to third parties, including consumers, would be required to obtain a PTA license. This license would be valid for five years, with applications submitted via the regulator’s online system. The PTA has also proposed a non-refundable application processing fee of Rs. 5,000 to be paid alongside the Rs. 100,000 license fee.

For other categories, the proposed registration charges are lower. Providers of IoT platforms or applications, as well as companies operating private IoT networks, would each pay an initial registration fee of Rs. 10,000 plus a Rs. 5,000 processing fee. These registrations would remain valid for five years.

The draft also includes a separate regulatory sandbox registration for research, development, testing, and trials. This would cost Rs. 2,000 plus a Rs. 1,000 processing fee and remain valid for one year.

The proposed rules state that licensed operators must begin providing services within one year of the regulations taking effect. Operators must obtain a commencement certificate from the PTA or risk license cancellation, though the regulator may grant an extension of up to six months.

Licensed operators will also be required to register their gateways and submit quarterly reports regarding active IoT connections and gateways while complying with spectrum regulations. Existing LPWAN licensees would be required to register their gateways within 90 days of the new regulations coming into force.
