The European Union has announced a significant initiative to fund seven artificial intelligence (AI) gigafactories across the bloc with an initial €10 billion ($11.5 billion) investment. The European Commission, in a statement on Thursday, revealed that the plan has been expanded from five planned gigafactories to seven following strong interest from member states. The aim is not only to enhance Europe's AI capabilities but also to ensure access to the raw scale of computing power necessary for advanced AI development.

According to EU technology chief Henna Virkkunen, “Access to the raw scale of computing power within AI Gigafactories is a strategic necessity for Europe as AI development accelerates.” The gigafactories will integrate advanced AI processors, software, cloud technologies, high-speed connectivity and data centres. These facilities are expected to complement the bloc's existing 19 AI factories located across several EU countries.

The tender process for these projects will close on November 12, with the European Commission planning to announce successful bidders in early 2027. The gigafactories are anticipated to become operational within 18 months of contract signing. This timeline underscores the urgency and strategic importance of this initiative.

To facilitate participation, the plan allows for public-private partnerships involving technology providers, cloud service companies, public bodies, and investors. These entities can form consortia or special-purpose vehicles to apply for involvement in the projects. Notably, chipmakers including AMD, Nvidia, and Qualcomm have already signed letters of intent with the Commission to provide processors for groups participating in these initiatives.

The expansion from five to seven gigafactories reflects the strong interest shown by EU member states. This increased number is expected to significantly boost Europe's AI capabilities and competitiveness on a global scale. The €20 billion target for private investment further underscores the commitment of both public and private sectors to this ambitious plan.
