The resolution notes that the Gilgit-Baltistan (Empowerment and Self-Governance) Order 2009 established an elected legislative assembly and enhanced self-governance. It also mentions that further constitutional advancement for the region remains an objective of the state, with the GB Assembly granted legislative powers through the 2018 order.

The resolution specifically asks the federal government to implement the recommendations from the Sartaj Aziz committee by granting GB provisional provincial status. This would allow residents to elect their representatives to the National Assembly and secure representation at the national level.

It also calls for support from the federal government and governments of all four provinces in ensuring that Gilgit-Baltistan receives equitable representation and its rightful share in national resources, particularly through inclusion in the NFC Award on the pattern of Azad Jammu & Kashmir.
