The China Marine Economy Expo took place in Shenzhen, located in China's Guangdong Province, on 22 October.

Exhibitors at the event displayed various marine information systems and smart navigation technologies. Fu Cong stated that emerging technologies should better serve the well-being of people and maritime security. Fu Cong warned that a growing governance deficit and the potential misuse of new technologies pose significant challenges to maritime safety.

Fu Cong said, "The international community should strengthen solidarity and cooperation, give equal weight to development and security, and ensure that emerging technologies better serve maritime security and people's well-being." He argued that all nations must adopt a people-centered approach to guide technological development for the benefit of humanity.

Fu Cong noted that countries require comprehensive technological tools to improve emergency response, early warning systems, and situational awareness at sea. To prevent criminal groups and terrorist forces from exploiting new tools, Fu Cong called for stronger regulatory frameworks and technical risk assessments.

Regional conflicts have created tensions in international waterways, which Fu Cong said have undermined global supply chain stability and shipping security.

Fu Cong said, "The parties concerned should uphold the vision of common, comprehensive, cooperative, and sustainable security, actively engage in dialogue and consultation, resolve disputes through diplomatic channels, and promote the early realization of lasting peace in the region." He advocated for increased capacity-building and technological support for developing nations.

Fu Cong said, "We must jointly foster an open, inclusive, beneficial, and non-discriminatory environment for technological development, avoid overstretching the concept of national security in the field of technology, and oppose efforts to incite bloc confrontation or force countries to take sides." He emphasized that every country must apply the UN Convention on the Law of the Sea accurately and in good faith.

Fu Cong stated that China supports the United Nations in its role to improve global governance regarding the oceans and emerging technologies.
