The Federal Board of Revenue (FBR) has extended the deadline for the installation of video surveillance systems for manufacturers of specific goods, from October 15, 2026, to October 31, 2026. This extension is in line with the Sales Tax General Order (STGO) number 27 of 2026.
The goods subject to electronic monitoring include packaged tea, household electronics such as refrigerators, deep freezers, washing machines, televisions, and air conditioners, paper and paperboard, edible oil and ghee, and leather, including both tanneries and synthetic leather manufacturers.
All registered persons manufacturing these goods, whether on their own account or as toll manufacturers, are required to install a video surveillance system at each production line by the new deadline. The system must comprise Internet Protocol (IP) cameras and a Network Video Recorder (NVR), along with allied storage, power backup, and network equipment, as per Annex-B and the points specified in Annex-A.
The cameras are to remain fixed and must not be moved, obstructed, or switched off. All recordings must be retained for at least two months. The FBR has issued instructions to the field formations to ensure compliance with these requirements.
According to the FBR’s instructions, the date for installation of video surveillance systems, as envisaged in the STGO 27 of 2026, is hereby extended until October 31, 2026. This extension is in exercise of the powers conferred under Section 40C(2) of the Sales Tax Act, 1990, read with Rules 150ZQR, 150ZQT, 150ZQU, and 150ZQZE of Chapter XIV-BA of the Sales Tax Rules, 2006.
The FBR has emphasized the importance of compliance with these regulations to ensure transparency and accountability in the production process. Non-compliance may result in penalties and other legal actions.
The extension of the deadline provides manufacturers with additional time to prepare and install the necessary equipment, ensuring that they meet the requirements without undue pressure.
The FBR has directed that all registered persons manufacturing the specified goods must adhere to these instructions to maintain consistency and uniformity in the implementation of the video surveillance systems.
