The Capital Development Authority (CDA) has maintained the requirement for a fresh No Demand Certificate (NDC) for every subsequent transfer of a property in Islamabad, according to a written reply submitted to the National Assembly.

An NDC is necessary for every property transfer under the current rules, regulations, and prescribed procedures, the CDA stated. The certificate is issued after verifying the property’s latest status to ensure there are no outstanding dues, legal encumbrances, building violations, or other restrictions.

The CDA described the NDC as a safeguard for all parties involved in a property transaction, emphasizing its role in protecting the interests of buyers, sellers, and the authority itself.

In response to public concerns over lengthy and cumbersome property transfer processes, the CDA is currently reviewing its procedures to reduce processing times and facilitate smoother transactions.

The CDA clarified that plots are not canceled arbitrarily. Any cancellation is carried out under relevant laws, rules, and terms and conditions of allotment after due process.
