Pavel Durov, founder of Telegram, speaks about the removal of his messaging app from Apple’s App Store.

Key Takeaways

  • Telegram was briefly removed from Apple's App Store due to child sexual abuse material.
  • Founder Pavel Durov claims the removal was orchestrated by a takedown extortionist.
  • Durov argues that Telegram’s regular moderation measures effectively handle illegal content.

Telegram founder Pavel Durov has issued a statement explaining why his messaging app was briefly removed from Apple's App Store. According to Durov, the removal was triggered by an attacker who planted AI-modified illegal content in a public group.

Durov described the attacker as a takedown extortionist, stating that such individuals use automated accounts to place illegal content in public groups and then report it directly to Apple in exchange for money from group owners. He claims this method makes the material effectively invisible to group members and bypasses Telegram’s normal moderation system.

Apple removed Telegram after finding child sexual abuse material that violated its guidelines, but restored the app within hours after Telegram removed the content and banned the user responsible.

Durov argues that illegal pornographic content is not a systemic problem in Telegram's public groups. He believes the use of hidden, backdated content and other technical tricks shows that Telegram’s regular moderation measures work effectively.

He criticized Apple for removing Telegram before contacting the company, warning that this incident creates a wider risk for every mobile app hosting user-generated content. Durov warned that malicious actors could manipulate Apple's enforcement system to target legitimate platforms and communities.

While Telegram has experience identifying coordinated reporting attacks, Durov noted that other platforms may not be equally prepared against such tactics. He added that takedown extortion tactics continue to evolve across social platforms.
