  • The Securities and Exchange Commission of Pakistan (SECP) has approved a Rs1.5 billion capital injection for HugoBank.
  • This approval enables HugoBank to meet regulatory requirements and launch as one of Pakistan’s first digital retail banks.
  • HugoBank is backed by a consortium led by Atlas Consolidated, The Getz Group, and Muller & Phipps.

The Securities and Exchange Commission of Pakistan (SECP) has given the green light to HugoBank Limited’s Rs1.5 billion capital boost, paving the way for the launch of one of Pakistan's first digital retail banks.

This significant approval comes after HugoBank secured In-Principle Approval (IPA) from the State Bank of Pakistan (SBP), which is a crucial step in establishing a digital retail bank in the country.

The capital injection will enable HugoBank to meet the SBP’s Minimum Capital Requirement (MCR), a key regulatory condition necessary for commencing commercial banking operations.

HugoBank, established through Starlight Holdings (Private) Limited, has received support from its sponsors, who have committed approximately $60 million in capital and technology to develop a state-of-the-art digital banking platform.

The bank is backed by a consortium of Pakistani and Singaporean investors, led by Atlas Consolidated in partnership with The Getz Group and Muller & Phipps. This diverse investor base aims to bring innovative financial services to the market.

Digital retail banks operate without traditional branch networks, relying on technology-driven platforms for mobile applications and online channels. They are expected to reduce operating costs, enhance customer convenience, and increase access to formal financial services.

Industry experts predict that HugoBank’s entry will intensify competition in Pakistan's rapidly growing digital financial services market. The bank is anticipated to offer faster account opening, low-cost digital payments, instant fund transfers, digital savings products, and technology-enabled lending solutions.

SECP stated, 'The entry of HugoBank is expected to accelerate financial inclusion by providing faster and more convenient banking services.' This approval marks a significant milestone in the development of digital banking in Pakistan.
