Pakistan’s cement industry experienced a mixed performance in July 2026, as domestic sales rebounded while exports faced a substantial decline. According to data from the All Pakistan Cement Manufacturers Association (APCMA), total dispatches of cement reached 4.476 million tons, marking a 6.02 percent increase over the previous year.

The surge in domestic demand was particularly pronounced, with sales rising by 17.28 percent to 3.771 million tons compared to July 2025. North-based cement manufacturers saw their dispatches rise by 9.46 percent to 3.092 million tons, while South-based mills recorded a slightly lower increase of 9.07 percent to 678,147 tons.

In contrast, exports took a hit, declining by 29.95 percent to 705,341 tons from the 1.007 million tons dispatched in July 2025. North-based mills reported no exports for the first time, down from 231,985 tons last year, while South-based manufacturers saw their export volume drop by 8.98 percent.

The APCMA spokesperson highlighted that domestic cement consumption could see further growth if government duties and taxes were reduced, emphasizing that cement is an essential commodity rather than a luxury item. The association also called for relief measures to support the rehabilitation of areas affected by heavy monsoon rains, which it believes would boost construction activity and cement demand.

The APCMA’s comments reflect ongoing efforts within the industry to address challenges and capitalize on opportunities. While domestic sales have shown resilience, the decline in exports underscores the need for a balanced approach that considers both local and international markets.

Industry experts suggest that the current trends may continue as long as domestic demand remains robust and government policies support the sector. However, the export market will require more targeted strategies to recover from its recent downturn.
