The Federal Board of Revenue (FBR) has mandated that officers in Grade 17 and above must submit their income and asset declarations through an online portal by October 30, 2026. This move aims to digitize the submission process, replacing the existing manual method.

According to an FBR circular, the new system is being implemented under Section 15 A of the Civil Servants Act, 1973, and Rule 12 of the Civil Servants (Conduct) Rules, 2026. The directive was issued following instructions from the Establishment Division.

Officers are required to provide their name, designation, active email address, mobile number, and CNIC to their respective cadre administrator to create an account on the FBR portal. Personal email addresses must remain unchanged even if officers are transferred to different official postings.

Once an account is created, the FBR will notify the concerned officer through email, SMS, or another designated communication channel. The process ensures that officers are aware of the submission requirements and deadlines.

In June 2025, Parliament approved amendments to the Civil Servants Act, requiring officers in BPS 17 to 22 to file asset declarations digitally and make them publicly accessible, with safeguards for sensitive personal information.

The Establishment Division formally moved ahead with the system on September 16, 2026, emphasizing the importance of compliance and the need for timely submission. Officers who fail to comply may face legal repercussions.

The new digital system is expected to streamline the process and enhance transparency, ensuring that all senior officers adhere to the regulations set forth by the FBR and the Establishment Division.

The move towards digital asset declarations is part of a broader initiative to modernize governance and improve accountability among civil servants.
