Nacta’s Decline: From Civilian Counterterrorism Authority to Military-Driven Body
A civilian counterterrorism authority struggling to maintain its civilian focus amidst military-led security structures.

Key Takeaways

  • Nacta, established in 2008, struggled to fulfill its civilian counterterrorism mandate.
  • In 2025, Nacta faced a significant shift with the creation of Niftac, a superior security institution.
  • Nacta’s role has evolved to align with military-led security doctrine, losing its civilian focus.

The National Counter Terrorism Authority (Nacta) was once envisioned as a civilian-led body tasked with counterterrorism efforts, including policymaking, coordination among law enforcement agencies, and data collection. However, since its inception in December 2008, Nacta has faced numerous challenges, including resistance from law enforcement agencies (LEAs) and a shift in its operational focus.

In 2025, a significant change occurred with the establishment of the National Intelligence Fusion and Threat Assessment Centre (Niftac), which was created as a parallel body under Nacta but effectively took a superior role. This move marked a departure from the original Nacta Act, 2013, which aimed to create a civilian-led counterterrorism body.

Nacta’s new form now focuses on synchronizing civilian-led LEAs with the superior security institution, rather than developing a counterterrorism strategy or taking on an operational role. This realignment has been ongoing, with various forms of integration occurring through courses and discourses run by military-led institutions.

The National Security and War Course (NSWC) at the National Defence University (NDU) is a mandatory course for promotion from Grade 20 to 21, providing senior bureaucrats with opportunities to align with evolving security thinking. Additionally, short courses for opinion-makers, politicians, and business and community leaders are run by military-led institutions to ensure alignment with the new thought process.

Despite the challenges, Nacta had a few good leaders who understood the terrorism challenge and how to respond. However, most leaders and those who served in the authority had little understanding of the CT body’s objectives. Many came on deputation or to rest before a field posting.

Nacta faced pressure and challenges from superior security institutions, which were reluctant to work under or with a civilian-led body. The police cadre, in particular, has been responsible for destroying the institution and providing an excuse for its takeover.

The decline of Nacta is seen as a broader trend of civilian bodies being subordinated to military-led security structures. This shift appears to be aimed at control rather than coordination, with Nacta being used as an instrument of that control.

While some may argue that the new changes will improve coordination, the reality is that Nacta’s role has evolved to align with military-led security doctrine, effectively losing its civilian focus.
