Attock Refinery Limited (PSX: ATRL) has announced plans to build a new 50,000 barrels per day (bpd) deep conversion refinery, subject to local crude supply and government support, as detailed in its annual report.

ATRL, a subsidiary of Attock Oil Company Limited, aims to enhance its petroleum product specifications to meet Euro V fuel standards, a significant challenge for the company.

As part of the strategic expansion, ATRL intends to install a Continuous Catalyst Regeneration (CCR) unit to boost PMG production and improve pool octane levels to Euro V specifications.

The CCR unit is expected to eliminate the need for octane boosting additives and naphtha exports, contributing to the company’s overall efficiency.

ATRL also plans to revamp its Diesel Hydro Desulfurization (DHDS) unit, reducing high-speed diesel sulfur content to 10 parts per million, in line with environmental regulations.

The company has completed Licensor Front End Engineering Design studies for the CCR unit and DHDS revamp, with an estimated cost of approximately $600 million.

ATRL has awarded the contract for Project Front End Engineering Design and Project Management Consultancy services to Italy-based Studi Technologie Progetti SpA, with around 90 percent of the project FEED package completed.

The company reported significant contributions to the national exchequer, contributing Rs. 156 billion through taxes and duties, and saving $167.13 million through import substitution and exports.
