The Petroleum Division has announced an increase in the price of High Speed Diesel (HSD) by Rs3.47 per litre, effective September 18, 2026, due to a rise in global refined product costs. The ex-depot price of petrol, however, saw a slight decrease of 43 paise per litre, dropping to Rs390.79 per litre from Rs391.22.

According to the official notification, the updated rates were calculated using a seven-working-day rolling average of the daily Platts Arab Gulf Means Price. The average price of petrol on September 18, 2026, was USD 131.33 per barrel, while HSD was USD 124.75 per barrel over the same period.

Pakistan imports more than 80 percent of its total consumption through the import of refined petroleum products, reflecting the significant impact of global market fluctuations on local prices.

The government levies and fixed profit margins for both petrol and HSD remain unchanged. Petrol carries a Petroleum Levy of Rs80 per litre, a Climate Support Levy of Rs5 per litre, and profit margins of Rs9.98 per litre for dealers and Rs7.87 per litre for oil marketing companies. Customs duties remain fixed at Rs21.15 per litre for petrol and Rs15.68 per litre for HSD.

The Inland Freight Equalisation Margin (IFEM) has been adjusted to Rs7.61 per litre for petrol and Rs4.02 per litre for HSD. These adjustments reflect the ongoing efforts to manage the import costs of these essential fuels.

The change in prices is recorded in the import cost of both petroleum products, with the import cost of petrol fixed at Rs280.33 per litre and the cost of HSD at Rs318.05 per litre.
