Punjab revises contract extension rules, linking renewals to employee performance

Punjab introduced a revised procedure for extending government employees’ contracts, linking renewals directly to performance assessments. The requirement for the chief minister’s prior approval is removed for individual cases, streamlining the process for many employees.
Relevant appointing authorities will now approve extensions within their own jurisdiction. However, the chief minister’s approval remains mandatory for positions where the chief minister is the designated appointing authority.
Only contract employees who achieve a rating of “good” or “very good” performance will be recommended for extensions. Authorities must make a decision regarding an extension before the employee's current contract period concludes.
Employees who do not receive an extension will cease work beyond their contract term, and their salary payments will stop. The Accountant General Punjab and district accounts offices received directions to monitor contract periods.
Furthermore, the Contract Appointment Policy 2004 does not permit retrospective extensions.
