The Competition Commission of Pakistan (CCP) has imposed a significant fine on MCI-Bureau of Inspection & Certifications Pakistan for engaging in fraudulent branding practices. The firm was penalized Rs. 5 million after Bureau Veritas, a France-based global testing company, filed a complaint alleging that MCI-Bureau had adopted a deceptively similar trade name and logo.

According to the CCP’s findings, MCI-Bureau of Inspection & Certifications Pakistan and its UK-affiliated entity had used a trademark and logo closely resembling Bureau Veritas. The Commission concluded that the overall similarity created a misleading impression and amounted to fraudulent use of another company's trademark under Section 10 of the Competition Act, 2010.

The CCP noted that differences in color schemes were not sufficient to distinguish the two logos, especially when inspection reports and certification documents are often reproduced in black and white. The Commission also found that MCI-Bureau was aware of Bureau Veritas’ established reputation and had withdrawn its trademark registration application after receiving a show cause notice.

In addition to the financial penalty, the CCP directed MCI-Bureau to immediately stop using Bureau Veritas' trademark, adopt a clearly distinguishable brand identity, obtain the required accreditation before offering certification services, and submit a compliance report within 60 days. Failure to comply could result in further penalties.

The decision by the CCP aims to protect consumers and legitimate businesses from deceptive practices while preserving confidence in Pakistan’s testing, inspection, and certification industry. This sector plays a critical role in supporting businesses, exporters, and investors.

MCI-Bureau of Inspection & Certifications Pakistan is now required to ensure its brand identity is clearly distinguishable from Bureau Veritas and obtain the necessary accreditation before offering any certification services. The firm must also submit a compliance report within 60 days to demonstrate adherence to these new requirements.
