PTA may review telecom markets when conditions or trends change

The Pakistan Telecommunication Authority (PTA) could review telecom markets periodically, or when market conditions or industry trends change. The Ministry of Information Technology and Telecommunication prepared the Draft Telecommunication Competition Rules, 2026.
When determining relevant telecom markets, the PTA may consider consumer demand, alternative services, supply-side substitution, pricing behaviour, and technological developments. Furthermore, the PTA has the capacity to examine the geographic scope of competition, barriers to entry and expansion, network effects, and access conditions.
Changes in telecom pricing patterns represent another factor the PTA may take into account during a review of competitive conditions. This periodic review mechanism enables the PTA to reassess telecom markets as technology, services, pricing patterns, and competitive conditions evolve.
