Key Takeaways
- The government will publish selected, non-sensitive information about federal civil servants' assets by December.
- Full asset declarations will not be disclosed due to security concerns.
- The new system will digitize asset declarations for officers in BS-17 and above.
The government has announced that it will not fully disclose the assets of federal civil servants, citing security concerns, but will publish selected non-sensitive information by December to meet International Monetary Fund (IMF) requirements.
Finance Secretary Imdadullah Bosal informed the National Assembly Standing Committee on Finance and Revenue that the decision was made under scrutiny from parliamentarians, who questioned the discrepancy in asset disclosure requirements between civil servants and politicians.
Under the new system, the Federal Board of Revenue (FBR) will assess civil servants' asset declarations and report findings to the Establishment Division, which will have the authority to initiate disciplinary action if discrepancies are found.
The government has already begun digitizing income and asset declarations for all federal civil servants in BS-17 and above, replacing the existing manual submission process with a dedicated FBR online portal.
The declarations will undergo risk-based verification, with selected non-sensitive information made public on the FBR website.
All officers in BS-17 and above must submit their income and asset declarations for the financial year 2025-26 through the FBR portal by October 30, 2026.
To create their accounts, officers must provide their name, designation, personal active email address, mobile number, and CNIC to their respective cadre administrator.
The administrator will forward the details to the FBR, which will notify officers about account creation through email, SMS, or other prescribed means.
Officers will then activate their accounts using their CNIC and a one-time password before setting their own passwords.
After logging into the portal, they will access a 'Declaration' option and enter the required information through a series of screens based on the details specified in the Establishment Division’s memorandum.
The information submitted will undergo risk-based verification by the FBR, which will communicate the results to the relevant cadre administrator.
Officers will be allowed to correct errors on the portal until November 30, 2026, subject to approval or authorization from the relevant cadre administrator.
