He noted Naqvi’s position as a member of both the cabinet and Parliament, questioning why he had not initiated reforms during his tenure in powerful roles within the system over the past three-and-a-half years.

The defence minister also highlighted the implementation status of the National Action Plan (NAP), stating that while one point related to the armed forces is being implemented through sacrifices, 12 other points under the interior ministry’s purview remain unaddressed.

Naqvi had previously addressed a gathering of business leaders, asserting that Pakistan's governance system has 'collapsed' and advocating for new administrative units or provinces to improve service delivery, accountability, and access to justice.

Asif urged Naqvi to begin the necessary changes with the implementation of NAP points under his ministry’s responsibility, rather than relying on public statements or engaging with business leaders alone.

Both ministers agree that fundamental reforms should be pursued through established constitutional processes, highlighting a shared commitment to systemic change in Pakistan.
