Senator Saifullah Abro instructed the Federal Board of Revenue (FBR), Federal Investigation Agency (FIA), and other relevant bodies to provide full documentation to identify revenue losses and assign blame for legal violations.
The inquiry targets imported merchandise valued at roughly Rs1,120 billion that entered the country under the FATA/PATA tax exemption framework. Authorities have pinpointed consumption certificates and associated records for products worth approximately Rs389 billion. The Committee learned that 108 companies were granted 223 consumption certificates.
Senator Abro stated that delays and negligence in the collection of taxes were unacceptable. He declared that the government would recover public funds at all costs. The Senator also requested clarification on the legal grounds and supporting paperwork for about Rs85 billion.
Requirements for consumption certificates under SRO 2021 include employee details, business records, buyers’ bank statements, and electricity and gas bills. Letters sent to 58 companies were either refused or returned. Meanwhile, 35 writ petitions have been filed before the Peshawar High Court.
A total of 174 beneficiary companies approached the court seeking relief against proceedings or inquiries from the FBR. Senator Abro rejected the explanation that audits were underway. Peshawar High Court proceedings are scheduled for November 12, 2026.
