The government of Pakistan has taken a significant step towards transforming the power sector by moving away from the traditional single-buyer model to a competitive electricity market. Federal Minister for Power Sardar Awais Ahmad Khan Leghari made this announcement in a video message on Sunday.

According to the minister, the new system will initially be implemented for industrial and large consumers, particularly those consuming more than one megawatt. Under the Competitive Trading Bilateral Contract Market (CTBCM) mechanism, businesses and industrial consumers will be able to purchase electricity directly from power producers on a competitive basis.

The minister highlighted that the government currently purchases electricity under a centralized system and supplies it to consumers. Now, the government is practically moving out of electricity procurement from today, he said. This marks a major shift in the power sector, aiming to increase transparency and competition in electricity trading.

The Power Division has issued a Request for Proposals (RFP) for the country’s first-ever electricity wheeling auction. The competitive electricity market is expected to gradually expand and develop into a broader power market where consumers will have greater choice in purchasing electricity.

The minister expressed hope that the availability of electricity at competitive rates would enable Pakistani industries to remain competitive in international markets and enhance their capacity to export products. The first Wheeling Auction is set to offer 400 megawatts of electricity over the next five years, with 800 megawatts planned for the entire period.

Referring to the power sector’s past procurement arrangements, the minister said the term Independent Power Producers (IPPs) had become controversial in public discourse. The new competitive mechanism is expected to bring greater transparency to electricity procurement and trading.

The auction process will follow a structured five-step process: (i) Issuance of auction documents, (ii) Evaluation of eligibility, (iii) Evaluation of bids, (iv) Approval of auction results, and (v) Award of quantum. This process aims to ensure a fair and transparent bidding environment.

The minister’s announcement reflects a significant change in the power sector, moving towards a more competitive and transparent market. This shift is expected to benefit both producers and consumers, potentially leading to lower electricity costs and improved service quality.
