The Ministry of Trade, Türkiye, conveyed its official regrets to Pakistan regarding the imposition of provisional measures on the import of soda ash, which originates from the Republic of Kenya and the Republic of Türkiye.

Türkiye argues that the imports are unlikely to exert any substantial negative impact on domestic production, and may yield several positive outcomes, such as import diversification and increased competition.

The government points out that import diversification enhances consumer choice by providing access to a broader array of products, and increased competition can stimulate innovation and efficiency within domestic industries.

Furthermore, exposure to international markets encourages local producers to align with global standards and trends, thereby strengthening their competitiveness.

Türkiye believes that any anti-dumping measure, whether provisional or definitive, is not in the public interest and will harm the domestic industry in the medium and long term.

The government warns that the Commission’s conclusion, based on insufficient evidence, that economic indicators of the domestic industry showed a declining trend due to imports from Türkiye, is flawed.

Türkiye argues that for most injury parameters, the Commission has failed to conduct a proper and objective examination of the correlation between the subject imports and the alleged injury.

The country points out that when imports from subject countries rose, the economic indicators of the domestic industry also improved, undermining any causal link between the imports and the claimed injury.

Türkiye adds that the evidence indicates that such changes resulted from the contraction of the total domestic market, which declined by 9% during the period of investigation (POI).
