HugoBank is being established through Starlight Holdings (Private) Limited, backed by a consortium of Pakistani and Singaporean investors, including Atlas Consolidated, The Getz Group, and Muller & Phipps. This partnership aims to develop a state-of-the-art digital banking platform.

The entry of HugoBank into the market is expected to intensify competition in Pakistan’s rapidly evolving digital financial services sector, according to SECP officials.

Industry experts believe that digital retail banks can accelerate financial inclusion by offering faster account opening, low-cost digital payments, instant fund transfers, and technology-enabled lending solutions. These services are particularly beneficial for underserved and unbanked segments of the population.

In a separate development, the State Bank of Pakistan (SBP) has granted HugoBank pilot operations approval. This approval allows the bank to test its products, banking systems, and operational readiness with a limited number of customers in a real-world environment.

The capital injection will enable HugoBank to meet the SBP’s Minimum Capital Requirement (MCR), a key regulatory condition for commencing commercial banking operations. The bank aims to launch its services soon, leveraging technology-driven platforms to offer banking services through mobile applications and online channels.

With this approval, HugoBank is poised to become one of Pakistan's first digital retail banks, expected to operate without traditional branch networks and rely on technology to provide convenient financial services.
