The Securities and Exchange Commission of Pakistan (SECP) has given the green light to HugoBank Limited, allowing it to commence pilot operations with an additional Rs. 1.5 billion in capital through share issuance.

This approval comes as part of a broader regulatory process that includes securing State Bank of Pakistan’s (SBP) in-principle approval for establishing a digital retail bank in the country.

HugoBank, developed by Starlight Holdings (Private) Limited, is backed by a consortium including Atlas Consolidated, The Getz Group, and Muller & Phipps Pakistan. These investors have committed around $60 million towards capital and technology investments to build HugoBank’s digital banking infrastructure.

Unlike traditional banks, HugoBank will primarily operate through mobile apps and online platforms, aiming to reduce costs and enhance customer convenience while expanding access to financial services.

The bank is expected to meet the SBP’s minimum capital requirement, a key regulatory condition for its progression towards commercial banking operations in Pakistan.

HugoBank’s digital retail banking model is designed to cater to the growing demand for online financial services among Pakistani consumers and businesses.

With this approval, HugoBank is poised to enter the market with a robust digital platform, leveraging technology and strategic investments from its backing consortium.
