The Capital Development Authority (CDA) is facing a major scandal as authorities have launched an investigation into alleged fraudulent allotment of plots worth billions of rupees in Islamabad. The probe, which has already placed four officials under scrutiny, aims to uncover the extent of the fraud and identify any legal cover provided by CDA staff.

Sources revealed to ProPakistani that the investigation focuses on senior officials from the Building Control and Estate Management (Commercial) departments, as well as a former Deputy Commissioner and a former Deputy Director of Land. The inquiry is also examining whether fake allotment letters were used and if administrative procedures were manipulated to facilitate these transactions.

In an effort to prevent potential flight risks, the Ministry of Interior has placed two former CDA officials on the stop list, instructing immigration authorities to bar their departure until the investigation concludes. Additionally, the Federal Investigation Agency (FIA) is probing allegations of money laundering and overseas investments linked to individuals involved in the case.

The probe extends beyond just the allotment process; it also scrutinizes claims that some officials attempted to influence key appointments within the CDA’s Land and Rehabilitation Wing. Notably, an ongoing FIA inquiry involving a tehsildar serving in the Land Wing is part of this broader investigation. Despite these allegations, the official was reportedly assigned sensitive responsibilities, raising further questions about internal practices.

According to sources, investigators are also looking into reports that some individuals linked to the case have attempted to transfer family members abroad and make overseas investments. The inquiry remains ongoing, with authorities believing additional senior officials could come under scrutiny as the probe progresses. No official findings have been announced, and the allegations remain unproven in court.

The CDA’s Building Control and Estate Management departments are at the center of this scandal, highlighting concerns about transparency and accountability within government bodies responsible for managing Islamabad’s urban development.
