Key Takeaways

  • Lahore residents must build protective walls on rooftops by December 31, 2026.
  • Property owners must ensure rooftops are structurally safe and protect electricity wires.
  • Violators face up to five years in prison and a fine of Rs. 2 million.

Punjab authorities have announced new safety measures for the upcoming Basant 2027 festival, scheduled for March 12-14, 2027. The Lahore Home Secretary, Dr. Ahmed Javed Qazi, outlined these rules during a recent meeting.

Property owners are required to build protective walls at least 3.5 feet high on their rooftops by the end of 2026. These walls are intended to prevent kite strings from causing accidents.

The Lahore deputy commissioner will inspect older buildings and ban kite flying at properties that fail safety checks. Property owners must also repair roofs, parapets, and stairways at approved locations before the festival.

To ensure public safety, the Lahore City Traffic Police will install safety rods free of charge on more than two million motorcycles. Authorities will also monitor the manufacture, transportation, and sale of kites and strings to ensure compliance with prescribed limits.

Kite flying will remain prohibited outside the three approved dates. Violators face severe penalties, including up to five years in prison and a fine of Rs. 2 million, according to the Punjab Home Department.

Residents are encouraged to report unsafe or illegal activities to the emergency helpline 15. The Lahore deputy commissioner will oversee the implementation of these new rules to ensure a safe and enjoyable festival for all.

The new regulations aim to address safety concerns while preserving the traditional spirit of Basant. Dr. Qazi emphasized the importance of compliance to prevent accidents and ensure the festival's success.

The measures are part of a broader effort to enhance public safety during the festival. Authorities are working closely with property owners and the public to ensure that the rules are followed and that the festival is celebrated safely.
