Nine housing schemes in Islamabad are currently under investigation for illegally using land designated for public facilities, according to a written reply from the Ministry of Interior to the National Assembly.

The schemes have been found to have converted land meant for schools, hospitals, parks, and playgrounds into residential and commercial plots, violating their approved layout plans.

The Capital Development Authority (CDA) has issued notices and initiated action against the schemes, but sponsors and residents have approached courts, obtaining stay orders that have delayed further action.

Around 350 kanals of land reserved for parks and public buildings were converted into residential and commercial plots by the Civilian Employees Cooperative Housing Society, according to the ministry’s statement.

In 2010, the Federal Investigation Agency (FIA) registered a case against the society’s management, but an FIA court acquitted the accused on January 13, 2024.

CDA subsequently challenged the decision in the Islamabad High Court, where the appeal is still pending.

The ministry’s statement highlights the ongoing legal battle and the complex nature of the issue, with multiple parties involved and differing legal perspectives.

The case underscores the importance of adhering to approved land use plans and the potential consequences of non-compliance in urban development projects.
