Azour stated that Pakistan had made significant progress in stabilizing its economy, including rebuilding external buffers and supporting a gradual economic recovery, despite global shocks and uncertainties.

He emphasized the need for a broader, fairer, and more predictable tax system to support fiscal sustainability and reduce barriers to investment, productivity, and economic growth.

Key reform priorities identified by Azour include broadening the tax base, improving revenue administration, reducing tax expenditures, protecting priority spending, and strengthening public services.

The IMF official warned that global uncertainty has made these reforms more urgent, urging Pakistan to move away from repeated adjustment cycles toward a more competitive, investment-friendly, and inclusive economy.

Azour outlined four central themes for Pakistan’s tax reform process: credibility, growth, fairness, and implementation, aiming to translate economic stabilization into lasting growth.
