Key Takeaways

  • Federal Minister for Power Awais Leghari announced an end to government-mandated electricity purchases.
  • The new system will allow direct trading between electricity producers and consumers, starting with large industrial users.
  • The government plans to auction 400 megawatts of electricity in the first phase of the new market.

Federal Minister for Power (Energy Division) Awais Leghari has announced that the government will no longer force consumers to buy electricity at rates set by the government. Speaking to the media in Islamabad, Leghari stated that the government is exiting the electricity buying process from today and will no longer have the right to buy electricity from power producers or require them to sell electricity to the government.

Under the new system, electricity producers and consumers will be able to buy and sell power directly. The minister explained that the new system will initially apply to large consumers, particularly industrial users, with consumers using more than 1 megawatt of electricity eligible in the first phase.

Businesses and industries will be able to purchase electricity from power plants on a competitive basis. Leghari said the government plans to auction 800 megawatts of electricity over the next five years, with 400 megawatts being offered for auction in the first phase.

The minister added that the electricity trading system will operate on the basis of transparency and will totally replace the old electricity market. He emphasized that even ordinary consumers will be able to choose where they purchase their electricity, and the government will no longer be able to purchase electricity and 'force' it on consumers at government-determined rates.

Leghari also noted that Independent Power Producers have become controversial, and the new electricity market will introduce greater competition. He stated that the government's decision is aimed at ensuring a more competitive and transparent electricity market, which will benefit both producers and consumers.

The new system is expected to provide consumers with more choice and potentially lower electricity costs. It will also encourage competition among power producers, leading to better service and efficiency in the sector.

The minister's announcement marks a significant shift in Pakistan's electricity market, moving away from a centrally controlled system to one that is more market-driven. This change is expected to have a positive impact on the economy and the overall energy sector.
