The Punjab government launched the PIVOT program in Lahore on 30 October.
Punjab Chief Minister Maryam Nawaz stated that her administration will not question the origin of funds for those bringing business to the province.
The Chief Minister said, "If you are bringing business, I would not ask where you are getting the money from." Nawaz described this policy as part of the legacy of Mian Nawaz Sharif. She noted that while she is bound by federal laws and regulations, her government intends to encourage investment and cut through red tape.
The Chief Minister claimed that Punjab has not introduced any new taxes during the last two and a half years. Instead of raising rates, the provincial government has focused on broadening the tax net and expanding the existing tax base.
Nawaz argued that the current approach of the Federal Board of Revenue places a heavier burden on individuals who already contribute to the tax system.
She suggested that the government should target those outside the tax net, saying, "If someone is paying Rs. 1,500 today, make it Rs. 2,000. If someone is paying Rs. 2,000, make it Rs. 10,000, and if someone is paying Rs. 10,000, make it Rs. 20,000." The province has already issued business loans totaling approximately Rs. 200 billion under its current scheme.
Punjab has also provided training to roughly 400,000 skilled workers and plans to train an additional 600,000 people.
