This complexity makes it difficult for regulators to track and monitor transactions.

Criminals have found ways to use these platforms for money laundering, often without engaging in meaningful gambling activity. FATF has identified cases where small transactions are used to avoid detection, and large or coordinated bets can raise concerns about manipulation.

Illegal and unlicensed offshore operators pose an even greater challenge. These operators can masquerade as legitimate businesses, providing the anonymity that both customers and criminal networks find attractive. In some jurisdictions, illegal gambling markets rival or even exceed their legal counterparts.

Pakistan, which has spent years strengthening its anti-money laundering and counter-terrorist financing architecture, faces particular challenges. The country is aware of the economic and reputational consequences of deficiencies in financial monitoring. Digitalization now demands that these systems evolve continuously.

The difficulty for regulators is that technological innovation moves faster than legislation. Closing one route can merely redirect activity to another platform, payment instrument, or jurisdiction. Online businesses can serve customers without maintaining a meaningful physical presence, making enforcement increasingly dependent on international cooperation.

Regulatory differences between countries provide opportunities for criminals to exploit, especially when information cannot move between authorities as quickly as money moves between accounts. FATF’s new risk indicators should be treated as operational guidance rather than another document for compliance files.

Regulators, financial institutions, payment providers, and law-enforcement agencies need mechanisms for identifying suspicious transaction patterns across gaming-related payments, particularly rapid movement of funds, repeated small transactions, and dealings involving unlicensed operators.

Information-sharing between public authorities and private financial intermediaries must become faster, while emerging payment channels need to be incorporated into the monitoring systems. Continuous vigilance and adaptation are crucial to combat the evolving threats posed by online gaming and gambling platforms.
