The federal government has introduced a unified curriculum framework for technical and vocational education and training (TVET), aiming to enhance standardization and quality in this sector. According to official documents, the Ministry of Science and Technology (MoST) has directed its affiliated organizations and educational institutions to adopt National Vocational and Technical Training Commission (NAVTTC) approved curricula.

The move comes as part of a broader initiative led by the prime minister’s directives on registration, affiliation, and curriculum alignment with NAVTTC. These instructions have been shared with key federal institutions such as the Pakistan Council of Scientific and Industrial Research (PCSIR), National Institute of Electronics (NIE), COMSATS University Islamabad, the National University of Sciences and Technology (NUST), and the National University of Technology (NUTECH).

A Curriculum Experts Committee has reviewed technical and vocational curricula offered by federal institutions. The committee recommended replacing existing trade and technology curricula with NAVTTC approved National Standards Curricula to ensure uniformity, standardization, and quality assurance across the TVET sector.

The reviewed curricula have been aligned with National Occupational Skills Standards developed under the NAVTTC Act, 2011, which authorizes the commission to develop national skills standards, curricula, trade testing, and certification systems for technical and vocational education. Federal TVET institutions are required to implement these approved curricula and submit certificates confirming compliance within a prescribed timeframe.

Programmes that fall outside NAVTTC’s legal mandate will be referred to relevant regulatory bodies, including the Higher Education Commission and the Pakistan Medical and Dental Council, for review and standardization in line with the applicable legal framework. This ensures that all technical education programmes are brought under one unified system, enhancing their overall quality and relevance.

The implementation of this new curriculum framework is expected to improve the educational standards and outcomes for students pursuing technical and vocational training across federal institutions. By aligning curricula with national standards, the government aims to create a more cohesive and effective TVET sector.
