Key Takeaways

  • Reforms to the Federal Board of Revenue (FBR) have failed to deliver lasting results despite repeated efforts since 2000.
  • The latest transformation plan faces resistance from the Inland Revenue Service Officers Association (IRSOA).
  • Former FBR chairman Shabbar Zaidi argues that technology investment will remain ineffective without a central economic database.

Prime Minister Shehbaz Sharif has warned against resistance to tax reforms, once again highlighting the ongoing efforts to restructure the Federal Board of Revenue (FBR).

Since 2000, successive governments have borrowed hundreds of millions of dollars from the World Bank to restructure tax administration, with the first major initiative beginning in 2000 and the most recent in 2019.

Despite these investments, persistent weaknesses in compliance, audit, and enforcement have raised questions about the effectiveness of repeated reforms over two decades.

The 2004 Tax Administration Reform Project, which received $102.9 million from the World Bank, established or upgraded 57 offices and facilities, including Large Taxpayer Units and Regional Tax Offices, but manual procedures persisted, limiting efficiency gains.

Former FBR chairman Shabbar Zaidi argues that technology investment will remain ineffective unless the government establishes a central economic database to record and document transactions, a critical step in verifying income and identifying concealed income.

The World Bank’s 2012 completion report rated the project’s outcome as “moderately unsatisfactory,” warning of a high risk to its sustainability.

The latest reform plan faces resistance from the Inland Revenue Service Officers Association (IRSOA), which called for a pen-down strike in opposition to the reforms, leading to punitive action against several officers.

Finance Minister Muhammad Aurangzeb has ruled out pursuing liquidity-fuelled, consumption-led economic growth, prioritising sustainable, export-led expansion and continuing with tariff reforms.

Aurangzeb stated that Pakistan could not afford to repeat the cycle of import-dependent growth that had previously led to balance-of-payments problems and forced the country to seek support from lenders of last resort.

The government is committed to continuing tariff reforms, primarily to reduce the cost of raw materials and intermediate goods for exporters, despite concerns over the timing of the measures.

We are very clear: no matter how much pressure there is, we are not going to go for liquidity-fuelled, consumption-led growth.
