The Pakistan Telecommunication Authority (PTA) has proposed a new system to simplify the process of issuing SIM cards, particularly for those facing difficulties with fingerprint biometric verification. This move aims to make the service more accessible for senior citizens and laborers who often struggle during the registration process.

According to PTA’s report submitted to the government and Parliament, significant progress has been made in finding a permanent alternative to fingerprint verification. The proposed system will utilize facial recognition through NADRA's Pak ID app, which is designed to provide secure and reliable customer authentication.

PTA has formally requested NADRA to allow both fingerprint and facial biometric verification through the Pak ID app. Once approved, telecom companies can use this system for SIM issuance at customer service centers and franchises. The report also highlighted that over 70,871 SIMs have been issued through alternative methods since January 2025, providing relief to thousands of people who could not complete biometric verification.

Trials of facial verification for SIM issuance have already been successfully completed in collaboration with NADRA and mobile network operators. A proof of concept for facial verification through the NADRA Pak ID app has also been completed successfully. Mobile operators have completed the necessary technical preparations to issue SIMs through this method, ensuring that security checks are maintained.

The new system is expected to make the SIM issuance process more accessible while continuing to uphold official biometric verification standards. Discussions are ongoing regarding allowing SIM issuance directly through mobile operators' own applications in the future. However, all fingerprint and facial verification will continue to be carried out through NADRA’s authentication system.

PTA believes that this new approach will enhance user convenience without compromising security. The move is seen as a significant step towards improving service delivery for a broader section of the population.
