Key Takeaways

  • Pakistan allocates PKR 250 million for Cyber Security for Digital Pakistan project.
  • The National Artificial Intelligence Advancement Initiative receives PKR 500 million.
  • Gartner projects significant growth in IT spending, particularly in data centers and cybersecurity.

Pakistan is witnessing a shift in its technology investment priorities, moving beyond individual technology purchases to strategic partnerships. The Public Sector Development Programme for 2025–26 highlights this trend, allocating PKR 250 million to the Cyber Security for Digital Pakistan project.

Additionally, the programme allocates PKR 500 million to the National Artificial Intelligence Advancement Initiative, although this project is listed as a new, unapproved scheme. These allocations underscore the growing importance of digital infrastructure and cybersecurity in the country’s economic strategy.

Pakistan’s Tech Investment Shifts Focus to Strategic Partnerships

According to Gartner, total IT spending in the Middle East and Africa (MEA) is projected to reach $169 billion in 2026, up from $155.2 billion in 2025. Data center systems are expected to be the fastest-growing segment, increasing by 37.3% to nearly $13 billion in 2026.

Information security spending across MEA is forecast to reach $4.072 billion in 2026, a 10.1% increase from 2025. Security services alone are expected to account for $1.522 billion. These figures indicate a shift in priorities, with organizations focusing on how investments should fit together and evolve.

The growth in technology spending reflects several forces converging at the same time. Organizations are adopting artificial intelligence, expanding cloud environments, and processing increasing amounts of data, while also dealing with a more demanding cybersecurity environment. Gartner expects software spending in MEA to grow 13.9% in 2026 to $20.452 billion.

IT services spending is projected to reach $36.894 billion, representing 8.3% growth. The acceleration in data center spending is particularly significant, with Gartner forecasting MEA data center systems spending to increase from $9.455 billion in 2025 to $12.984 billion in 2026. The research attributes much of the momentum to AI-enabled software and AI-optimized infrastructure.

For enterprise IT departments, this means that a data center project is no longer simply about servers, storage, and physical capacity. Network architecture, cybersecurity, cloud integration, availability, and the ability to support emerging workloads all become part of the same investment decision. The same applies to cybersecurity, where security software remains the largest category, with $1.970 billion in projected spending for 2026.

For businesses, this combination creates a practical challenge: technology environments are becoming more sophisticated at exactly the moment when the cost of getting major architecture decisions wrong is increasing. The focus on strategic partnerships and comprehensive planning is crucial for organizations to navigate this evolving landscape.
