The Trump administration has announced new visa regulations aimed at tightening restrictions on foreign students, cultural exchange visitors, and journalists. The Department of Homeland Security (DHS) finalized a rule that will significantly alter how these individuals can remain in the United States.

Under the new regulations, F visas for international students are capped at four years, down from indefinite durations under previous policies. Similarly, J visas for participants in cultural exchange programs and I visas for journalists are limited to 240 days or less, with Chinese nationals facing a stricter limit of just 90 days.

The DHS cited an increase in the number of such visa admissions as justification for these changes. According to the department, there were over 1.8 million student visa admissions in 2024, marking a more than 11% rise from the previous year. Additionally, the US granted visas to over 500,000 exchange visitors and nearly 37,300 members of the media during fiscal year 2024.

Critics argue that these new regulations could create significant challenges for international students and journalists. Doug Rand, a former DHS official, stated, 'Most Americans understand the value of welcoming international students and getting rid of needless red tape. This rule would do the opposite.'

The restrictions also include prohibitions on changing educational objectives or transferring to another school without authorization. Furthermore, students are given only 30 days after completing their degree or training to find a sponsor or leave the country, down from the previous 60-day period.

David J Bier, director of immigration studies at the Cato Institute, questioned the legal basis for these new stipulations. He commented, 'International students, many of whom will have spent years in the USA, will now have just 30 days to find an employer to sponsor them or immediately be turned into illegal immigrants. Have these people no understanding of how life works?'

The effective date of these regulations is set for 60 days after publication in the Federal Register, subject to congressional review. The Chinese Embassy did not respond to requests for comment on the proposed changes.

These new rules are part of a broader immigration crackdown initiated by President Donald Trump shortly after his inauguration in January 2025. His administration has already increased scrutiny of legal immigration and revoked student visas and green cards based on ideological views.
